Ukrainian President Volodymyr Zelensky States Absence of Definitive Security Pledge from European Partners
President Zelensky has stated that Ukraine's partners in Europe have failed to provide sound guarantees that they will protect his country in the case of a new Russian aggression.
"I am asking this very question to every one of our allies and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.
These remarks follow a day after Britain and France inked a statement of purpose on deploying troops in Ukraine should a ceasefire agreement to end the war with Russia is finalized.
However, full security guarantees have yet to be solidified. The United States, which has been leading efforts to end the invasion, was reported to have abstained from signing such a pledge at talks in Paris on the previous day.
Outcomes from the Paris Discussions
Following the negotiations in Paris, which included some three dozen nations that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the UK and France would "establish military hubs across Ukraine" to deter future invasion, while French President Emmanuel Macron subsequently indicated thousands of troops may be sent.
Allies proposed that the United States would assume a leading role in monitoring a truce. But the key issue of territorial concessions that Ukraine is being pressured to offer to Russia as a component of the settlement terms are still being discussed.
The Russian government has not yet commented on the declaration made in the French capital.
President Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow now occupies about 20% of Ukrainian territory.
Zelensky's Shifting Tone
The UK Prime Minister characterized the bilateral declaration as "an essential component of our dedication to support Ukraine for the foreseeable future".
He added: "It paves the way for the juridical structure under which British, French and partner forces could operate on Ukrainian soil, securing Ukraine's skies and seas, and rebuilding Ukraine's military for the future."
The Ukrainian leader praised that accord as a "significant leap of progress".
A day later, however, he appeared less optimistic.
"I see the will, the political will, and that the allies are prepared, and the partners are ready to give us robust economic measures, strong security guarantees," he said when questioned if European countries would come to Ukraine's aid.
"But as long as we lack such binding security pacts - legally binding, supported by parliaments, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend primarily on your inherent capabilities."
Unresolved Issues and Ongoing Conflict
The Paris talks were also notable owing to the presence of envoys from former President Trump's administration, Steve Witkoff and Jared Kushner.
One envoy stated the allies "mostly completed" their work on agreeing security protocols.
Recently, the President indicated a settlement was "ninety percent complete".
Territorial concessions and defense pledges have been at the center of unresolved issues for diplomats.
The Russian leader has consistently stated that Ukrainian troops must pull back from the entirety of the Donbas region or Russia will seize it, rejecting any compromise over how to end the war.
Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could withdraw its troops to an agreed point - but only if Russia reciprocated the action.
Russian forces currently controls about three-quarters of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions form the industrial Donbas region.
Attacks have been escalating against cities in Ukraine - with a focus on power facilities. Russia has also made incremental advances in seizing additional Ukrainian land.
Ukraine has hit back at Russian targets with unmanned aerial vehicles, though with varying degrees of effectiveness.
